Rav Tzvi Rosen lives in Bayit Vegan, Yerushalayim where he serves as a dayan.  He was also a dayan in Melbourne, Australia.  He studied in the Ponovezh Yeshiva, received his smicha from the Rabbanut Harashit and Yadin Yadin from the Rabbanut and from Harav Zalman Nechemia Goldberg.
